Thank you for your reply.  It reassured me that I was on the right path. From having read other Help texts, I guessed that I would have to use good ole mail-merge and set up a numbers list in Excel. Luckily my knowledge of Excel was good enough to know about the drag&drop for sequential immediate numbering. When it came to the crunch, it was this particular type of mail merge which gave me a bit of initial difficulty. Despite my having used it happily and often in Word, for labels in Publisher, it was - not surprisingly - different in certain respects; principally the crucial point of the Print stage, which necessitated finding the option Publications & Paper Settings, and selecting 2 specific parameters, namely (1) Multiple pages per sheet,  (2) Single-sided printing (my default double printing had appeared). Once I'd sussed this, it was plain sailing.  Thanks again.

Perhaps someone on the list will do the work you're requesting. As a trainer I feel my best value is to offer paths to solutions so folks can learn to use the tools. Some tools require more practice, but those are the ones that give the most pleasure of discovery at the "Aha!" moment that comes when one "gets it."

It sure is possible! Numbering and Section options are available in the Pages Panel menu. These options allow you to define what page starts a section and how it should be numbered. Insert a Current Page Number marker (Type>Insert Special Character>Markers>Current Page Number) in a text frame on a page or master page (recommended), select the first page of your section, open the Numbering and Section Options dialog, and enter 200 in the Start Page Numbering at: field. All of this happens in the Bullets & Numbering dialog box, shown below. You will definitely want to use paragraph styles for this. My first one is called Chapter title. You will need to begin by changing the List Type to Numbers for all of the levels, and you must both name the List and use the same named list for all Levels. You do this by selecting the List > New List.
@Aaron: I am stuck exactly with the same problem. I am constructing a style guide document, and thus my content is mainly images, not text. Still I do need numbered chapters in multiple levels, but the automatic numbering seems to be almost impossible as my headings are in separate text boxes. I have tried linking heading text areas, section markers, numbered lists and whatnot, but I am about to revert back to manual numbering instead of battling with this and wasting time! It’s just so devastating, I believe that machines should do what they do best, instead of people keeping track of numbering chapters!
Many Office programs will detect when you start a numbered or bulleted list and helpfully automate it, so that when you press Enter, new list items are automatically indented and bulleted or numbered. If this behavior isn’t actually all that helpful for you, and you’d rather control your own list-making without Office’s help, you can turn to your autocorrect options.

If you want numbered headings to be underlined, but do not want a line under the number, it can be difficult if you don't know how it works. In the example I explained, I was using a list, but did it with un-linked text boxes using “continue from previous number” and “continue numbers across stories.” I’m guessing that there is no way to tell InDesign that even though there are 4 text boxes on the page, that there are two different lists? I’d probably have to just create two threaded stories for that scenario to work.

You may wonder whether typing 1, 2, and 3 would be easier than using the ListNum field. Although doing that may be easier initially, the value of using the ListNum field becomes apparent when you cut and paste. When a paragraph contains multiple numbered items that you move or delete, Word automatically updates the ListNum fields. Using ListNum fields assures you of accurate numbering within a paragraph throughout the document.

With the numbered paragraphs shown above, there is no extra spacing between the paragraphs. That’s easy to fix. Go ahead and type out at least part of your first numbered paragraph, then go to the Page Layout tab and adjust the value of Spacing After in the Paragraph section. Still no extra space? There’s one more setting to check. Click the launcher arrow in the lower right-hand corner to go to the Paragraph dialog box, uncheck the box next to “Don’t add space between paragraphs of the same style.” Click OK. That paragraph and all the remaining numbered ones will have more breathing room.
