If not, the changes you are making may not be sticking because of an Add-In or other problem with saving changes to normal.dotm. As a short-term experiment, when you have normal.dotm open type a phrase on the page like:
See how easy it is to add sequential numbering to Avery products using Avery Design & Print Online at avery.com/print. Great for adding tracking numbers to items like Avery Tickets with Tear-Away Stubs.
The following screen shots are from Word 2010 but this applies to all versions of Word. (Here is the same question and answer using Word 2003 screen shots.) This is CK’s response to a question on the Microsoft Answers site.
Our classic custom printed event tickets are the perfect choice for festivals, schools, sporting and any other events. Their clean and simple design allows your event graphics/details to stand out front and center while providing a range of fraud prevention features. These include holographic foils, thermal printing, perforation, serial numbers, UV coating and more.
You can add many of these items by using text variables. InDesign includes several preset variables, such as Creation Date and File Name. You can modify these variables, and you can create your own. For example, you can create a variable that displays the first use of a Heading paragraph style in the header or footer. Once you create or edit the variables you need, you assemble them on the master page to create your header and footer, and then you apply the master page to the appropriate document pages.
Note: To help prevent replacing existing data when you drag the fill handle, ensure the Alert before overwriting cells check box is selected. If you do not want Excel to display a message about overwriting cells, you can clear this check box.
@Tony, do you track how each Draft was updated in the document? I can see how it’s important during the review cycle (“Hey, what changed since I last looked at your document? Were my comments incorporated?”)…but once approved, the revision history for the ‘Issue Approved’ (changes since last approved version) is more important than the draft.

This kind of template is very easy and fast for creating a multitude of serialized tickets. You don’t have to change each number or manually update each field. That’s far too tedious. The lottery might be over before you’re done.
For controlname you need to use the name of the control bound to your Project ID# field. However, the # may be complicating things. Type the Me. and Intellisense should give you a list of controls and methods. Press the P key to go to Ps and scroll until you find the controlname. Selecting the name from the Intellisense list will make sure you are using the correct control. That control needs to have a ControlSource of the Project ID# field. If you do this correctly, sequential numbering pressing the button should populate the control with the next number. It will also save the record.
Numbering in Microsoft Word is broken, sort of. It has been for many years. (It is actually better now than it has been.) By attaching it to Styles, you can tame it. This is not fair; it is not easy; but, it isn’t rocket science and it can be done.
You can change the numbers in the list by restarting the sequence or by specifying a new start number. You can change the list’s style. You can do anything to this list that you can do to a normal numbered list because it is a numbered list, with one exception: the list, while easy to format, is fixed. If you delete an item, the list updates accordingly, but I haven’t found a way to add numbers.
