If PickleRick's answer doesn't work for you, then you probably have some sort of setting activated in your document which tells InDesign to create a new section when you use a different master page. I don't want to complicate things unnecessarily, so I am not posting instructions about that here, but let us know if you try implementing this solution and it doesn't seem to work and we can help you continue to problem solve (if you do so, it would be really helpful for us to see a screenshot of your pages panel). – magerber Aug 8 '17 at 17:42
Generating an automatic table of contents is explained in Book Design Made Simple on pages 240–244, and the process is just slightly different when you’re using the Book feature. Your table of contents will be included in your front matter document, so open that document and click Layout>Table of Contents to open your Table of Contents dialog box (see our example below). Note that at the bottom left of the dialog box, the box called Include Book Documents is checked. That is the only difference when working in a Book file!
This is how our document looks. It’s 16 pages long and has page numbers applied to it, as in Step 1, throughout. You can see that the main text of the book starts on Page 7 of the document, and that the page number marker has adjusted accordingly to mark this as 7. But we want this to be numbered as 1 in the book instead. So, let’s discover how to do just that.
The heading here could be anything: affirmative defenses in an answer, articles in a contract, etc. It doesn’t matter; the technique is the same with only slight variations. The result is that you’ll have a heading saved in your Quick Parts that will be numbered correctly, no matter how many items you add or delete. This makes this technique particularly useful in building templates for common documents; because it’s always easier to delete than add, they’ll re-number themselves after editing.

In this article, we'll continue by reviewing Word's Multilevel List feature. Fortunately, it's easier to implement and modify than you might think.
In this situation I would suggest using an Alternate Layout. Once the content is final, choose Create Alternate Layout from the Pages panel menu. Make sure to create the new layout the same size and orientation as the original and then use the Numbering and Section Options dialog to specify the numbering required for the second catalog. The Print dialog will then let you select which layout to print.
There are two ways to number the pages using the Book feature: manually or automatically. If you’ve set the starting page number in each document manually, those page numbers will appear in your Book file. There are, however, advantages to numbering your pages automatically. For example, say you decide to add a few pages to a chapter, or change your mind about the order of the chapters. With automatic page numbering, your Book file will adjust the page numbers accordingly whenever you make changes that affect the page numbering.
When you're working on a document such as a magazine or a book with many pages in it, using the master page feature in Adobe InDesign CC 2015 to insert automatic page numbering simplifies working with the document. On a master page, you designate the position, font, and size of the page numbers and any additional text you want to accompany the numbers such as the magazine name, date or the word "Page." Then that information appears on every page of the document along with the correct page number. As you work, you can add and remove pages or rearrange entire sections, and the numbers remain accurate.
Word automatically formats text as a numbered list when you when you type a number and a period followed by a space: Word adds a tab and creates a ¼-inch hanging indent. (If the paragraphs already have hanging indents, the original settings are preserved.) The quickest way to create a custom numbered list is to change the formatting of an existing (or automatically created) list.
A best practice that we recommend to our clients is to create a base/folio master –with styled and positioned footers and current page number special characters– on which all other masters are based. This allows a footer that may contain date or issue information to be updated once and the changes are reflected in all of the master pages. If your masters only have current page number special characters then you can just add them to each master and the page numbers will be reflected when each master is applied to your document pages. document numbering in indesign
